Neither Albion Rovers nor Annan could break the deadlock as they were forced to settle for a point each. The home side almost made a dream start when a sweeping move down the left saw David Gormley cross for Marc Pollock, who volleyed against the post.
Rovers remained on top in the first half and went close through Paul Tyrrell and Adam Strachan.
The hosts dominated, and had a strike ruled out for offside, but the visitors held out thanks to resolute defending.
